中外两种天然气管道输损计算标准对比分析

中文摘要:有中国参股的国外天然气管道运行过程中,由于中外双方采用不同管道输损计算标准而产生不同的计算结果。为此通过哈萨克斯坦国某管道的实际运行案例,对中国和哈萨克斯坦国两种不同的管道输损计算方法进行了对比,发现中方标准的计算结果波动较大,并且出现正负双方向的波动,而哈萨克斯坦国计算结果较为平稳,且均为正值。这是由于中方标准基于物料平衡原理采用实际进出气量数据计算得到,受实时运行工况和仪表精度影响较大,而哈萨克斯坦国标准基于经验公式计算得到,受管道运行工况影响相对较小。由于双方对管道输损的定义范围不同,两者计算数据结果并不具备直接可对比性。在该合资公司中,鉴于两种标准在实际业务上的侧重点不同,被同时统计。此种处理方法也为中国石油海外业务中出现类似情况时的解决办法提供新思路。
英文摘要:When an oversea gas pipeline is operated jointly by China and another country, different value of gas pipeline loss may arise because of different calculation standards applied at domestic and abroad. Aiming at this issue, two different calculation standards have been introduced and compared. Taking an operating pipeline in Kazakhstan as actual case, it has been found that the results achieved by Chinese gas loss standards fluctuate greater both positively and negatively, while the results obtained by Kazakhstan standard are more stable and all positive. The reason is that the Chinese standard is based on material balance principle and calculated by practical gas inlet and outlet volume; therefore the results are impacted greater by real operational conditions and accuracy of instrument. By contrast, Kazakhstan standard is based on empirical formula, so the result is influenced less by operational condition. Since the definitions of two standards about gas pipeline loss are different, there is no comparability between calculation results of the two standards. In the joint company by Kazakhstan & China, because the emphasis is different to actual business of two standards, two results are both applied in statistics. This solution can also provide a reference to overseas business of PetroChina when dealing with the similar issue.
